After being deadlocked for about a year, due to "some organizational problems", the fan translation for Captain Rainbow appears to have resumed. The initiative is being spearheaded by Team Kirameki, the same folks who also did GiFTPiA (they're quite obviously fans of Skip Ltd).

And unlike that effort, this one is a patch that will be applied to the game itself, similar in fashion to how Fatal Frame 4 was fan localized. Meaning, no need to constantly look away at some website to know what's being said on screen.

Though according to its project page, they still have a ways to go. Anyone who especially wants to see this happen, and might be able to lend a hand, should drop them a line. They'd probably really appreciate it.
