Metal Gear Solid, Zone Of Enders Collections To Also Go Digital

What's old is new again as Konami revealed the retail release of both a HD Metal Gear Solid collection, featuring Metal Gear 2, 3 and Peace Walker, and Zone of Enders, featuring both the first and second title. What they didn't note in particular is that the games will also be coming to the Xbox Live Arcade and PlayStation Network.
The official Konami website states that for both collections, "Digital Download Versions are planned to be distributed via PlayStation Store, Xbox Live Arcade". In the most likely case the game will come out retail first, each disc holding the XBLA version of the game, and the games themselves will be released separately at a later date. This is similar to Sega's Dreamcast Collection, which featured the already released Sonic Adventure and Crazy Taxi, while also including Space Channel 5 Part 2 and Get Bass, which have yet to get their own XBLA release.

I can understand that maybe MGS1 might be least attractive of the games in HD, but shouldn't negate inclusion. And what of Twin Snakes? Licensing issues, perhaps?

@Andrew: I'm guessing because MGS was for PSX and Twin Snakes was by Silicon Knights for the Gamecube they aren't included... seeing all the titles that are included are PS2 games not counting Peace Walker which was already in development as a PS3 title.
